I was trying to experiment with more painterly style so the whole picture seems to have different modes of coloring altogether. I spent..WAAAYYYY too long long this. OTL

There's no such thing as spending too much time on something like this ^^
The decidedly not-profile view is a welcome change, and the person involved gets me to thinking of Shiva for reasons I can't quite articulate. Shiva + whimsy, that is. And no, don't believe Final Fantasy, Shiva was supposed to destroy the world through fire.
The only negative comment I have is that since she has her feet in the pool, the ripples should distort the buildings above. Then again, I don't know how you would begin to draw that. Take it how you will.
Keep practicing with the backgrounds and you will become better.
